About Frank Elsner
Frank Elsner is a Canadian public safety and security executive based in Vancouver, British Columbia. He currently serves as Chief of Safety and Security for the Natural Factors Group of Companies.
Elsner began his career in law enforcement in the early 1980s. He served as a Special Constable with the RCMP from 1983 to 1985 and later worked with the Ontario Provincial Police. He then joined the Thunder Bay Police, where he held roles including Undercover Officer, Detective, Intelligence Officer, Dive Master, and Tactical Officer. He completed his service there as an Inspector in 2000.
He later served with the Owen Sound Police Service and was appointed Deputy Chief of Police for the Greater Sudbury Police Service. From 2009 to 2015, he served as Chief of Police in Sudbury. During his policing career, he also held leadership roles with the Ontario Association of Chiefs of Police and chaired the Criminal Intelligence Service of Ontario.
In 2016, Elsner founded Umbra Strategic Solutions, a security consulting firm serving local and international organizations. Since 2017, he has led safety and security operations at the Natural Factors Group of Companies.
Elsner earned a degree in Political Science from Lakehead University as a mature student and later completed a Master of Public Administration at Western University. He has also served on several community boards and charitable organizations, including food banks, health institutions, and child services organizations.
