During his tenure as Superintendent of New Hanover County Schools from September 2020 to July 2024, Foust states that the district increased academic proficiency from 50% to 61.1%, placing the district in the top 10 academically proficient districts in the state of North Carolina. He led a district of more than 24,000 students and managed budgets of up to $600 million.
As Superintendent of Kansas City Kansas Public Schools from August 2018 to August 2020, Foust reports that several schools achieved double digit growth in one year, moving the district from one of the lowest performing school districts in Kansas. Prior to that role, he served as Chief School Performance Officer for Union County Public Schools and School Support Officer for Houston ISD, where he states he coached leaders across more than 50 schools.
Foust’s career began in North Carolina, where he served as Principal at Brooks Global Studies and Fondren Middle School. He has built a focus on educational equity, district turnaround, academic achievement, literacy programs, and teacher retention throughout his career.
